Kotor and Budva are 25km apart. They do not feel like it. Kotor is a medieval walled town at the end of a UNESCO-listed fjord. Budva is Montenegro's busiest beach resort. Kotor has almost no beach. The bay is a sheltered inland sea, not an open Adriatic coast. The few swimming spots near Kotor are rocky ledges and small pebble patches. For a proper beach from Kotor, you need a 15–30 minute drive to the Luštica Peninsula (Plavi Horizonti, Žanjice) or back toward Budva.
